For me, the risk is too high. Common toilets and baths. Limited water and close proximity with each other during meetings. The more gatherings/crowd, the more it gets complicated to isolate or control the spread.
A person can still be asymptomatic but carries the virus.
May the Lord continue to lead and show direction to every decision the leaders will make. The Lord may open another way of doing the camp to get the message to all the believers.
